Notice of Special Town Meeting
December 11, 2023

December 19, 2023
The Electors and Citizens qualified to vote in Town Meetings of the Town of Putnam, Connecticut, are hereby notified and warned that a Special Town Meeting of said Town will be held in the Municipal Complex at 200 School Street, Putnam, CT on Monday, December 11, 2023 at 6:30 in the evening for the following purposes:

1. To choose a moderator for said meeting.

2. To determine the wishes of those present and eligible to vote at town meetings of the Town of Putnam, the following question, “Shall the Town of Putnam appropriate $122,130 from the Ash Landfill account and $233,270 from the undesignated fund balance to cover a portion of the cost of the roof replacement project at the Putnam Elementary School, with the balance of the cost to be funded through state grants and reimbursements?”

3. To determine the wishes of those present and eligible to vote at town meetings of the Town of Putnam, the following question, “Shall the Town of Putnam appropriate $81,420 from the Ash Landfill account, $75,000 from the BOE non-lapsing account and $155,513 from the undesignated fund balance to cover a portion of the cost of the HVAC improvement project at the Putnam Elementary School, with the balance of the cost to be funded through state grants and reimbursements?”

4. To determine the wishes of those present and eligible to vote at town meetings of the Town of Putnam, the following question, “Shall the Town of Putnam appropriate $40,710 from the Ash Landfill account, $50,000 from the BOE facility fund and $77,757 from the undesignated fund balance to cover a portion of the cost of the HVAC improvement project at the Putnam Middle School, with the balance of the cost to be funded through state grants and reimbursements?”

NOTICE IS FURTHER GIVEN, PURSUANT TO THE PROVISION OF SECTION 7-7 OF THE CONNECTICUT GENERAL STATUTES; THE BOARD OF SELECTMEN HAS ON ITS OWN INITIATIVE SET ITEMS TWO – FOUR TO THE VOTERS IN A MANNER PROVIDED BY STATE STATUTE. ACTION AT THE TOWN MEETING ON ITEMS TWO-FOUR WILL BE LIMITED TO REASONABLE DISCUSSION. THOSE WISHING TO APPROVE ITEMS SHALL VOTE YES ON THE MACHINE VOTE, THOSE OPPOSED, NO.

SAID VOTE WILL BE HELD ON DECEMBER 19, 2023, AT THE FOLLOWING VOTING LOCATION.
                   DISTRICT 1 PUTNAM MUNICIPAL COMPLEX, ROOM 109
                   DISTRICT 2 PUTNAM MUNICIPAL COMPLEX, ROOM 112
                   BETWEEN THE HOURS OF 12:00 NOON AND 8:00 PM
