Man arrested after car theft, chase, car fire
PUTNAM — Early morning Feb. 10 Putnam Emergency Dispatch received a call about a stolen motor vehicle from Marshall Street. 
A 2020 Kia Sportage was stolen sometime during the overnight hours Feb. 9 or early morning hours of Feb. 10 and it was reported that there was a shotgun in the vehicle, according to Putnam Police Department Captain Justin Lussier.
About 4 p.m. Feb. 10 dispatch received an alert notification that the stolen vehicle had passed a Flock license plate reader on School Street (Rt. 44).
Police found the vehicle on School Street. It turned onto I-395 northbound and officers followed the vehicle and initiated a traffic stop.  The vehicle initially pulled over, then fled, engaging officers in pursuit.
Officers pursued the vehicle into Thompson where the vehicle stopped at the intersection of Riverside Drive and Quinebaug Road. 
With the help of K-9 Spike all parties in the vehicle surrendered peacefully and were detained.
At the time the stolen vehicle stopped, it was smoking and subsequently caught fire in the engine compartment area.  Thompson’s Community Fire and Quinebaug Fire extinguished the fire.  Once the fire was extinguished, a shotgun was located in the vehicle.
Police arrested Dulbin Lowell, 18, of Brooklyn and he was charged with: second-degree larceny of a motor vehicle, first-degree reckless endangerment, risk of injury to a minor, third-degree criminal mischief, sixth-degree larceny by possession (firearm), engaging in pursuit, reckless driving, operating without a license. A 15-year-old and a 17-year-old juvenile were in the car. 
This investigation remains open.
