Saint Marie-Greenhalgh Sports Complex
Running Track Renovation
Putnam, Connecticut
The Town of Putnam invites sealed bids for furnishing the following items in accordance with plans and specifications prepared by CHA: Town of Putnam, Connecticut, Saint Marie-Greenhalgh Sports Complex Running Track Renovation.
The project consists of the replacement of the Saint Marie-Greenhalgh Sports Complex running track and D zones. The estimated construction cost is $1,600,000.
Bids will be received on behalf of the Town of Putnam at the Office of Town Administrator, Town Hall, 200 School Street, Putnam, Connecticut 06260, until 11:00 AM, prevailing time, Thursday, August 6, 2026. Bids will be opened and read aloud in Conference Room 101.

Each Bid must be accompanied by a bid security consisting of a BID BOND, CASHIER’s, TREASURER’s or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 10% of the bid price. Bid bonds shall be issued by a company qualified to do business in the State of Connecticut.
The successful bidder must furnish a performance bond and a payment bond, each in an amount equal to one hundred percent (100%) of the Contract Price from a surety company qualified to do business in the State of Connecticut, for the faithful performance of the contract.
Bidders shall certify that they do not, and will not maintain or provide for their employees any facility that is segregated on the basis of race, color, creed, or national origin.
As per C.G.S. Sec. 31-53c, prevailing wage rates are to be paid under this contract.
The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. Sec. 4a-60, 4a-60g, and 46a-68b through 46a-68f.
State law requires a minimum spending allocation goal of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of 
Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. Sec. 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified 
Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the spending allocation goals.
Bidders must comply with C.G.S. Sec. 4b-91 and be pre-qualified by the State of Connecticut Department of Administrative Services (DAS).
Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays,
Sundays and legal holidays excluded, after the opening of the bids.
The Town reserves the right to waive any informalities to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed as in its best interest.

The first installment of taxes, due to the Town of Putnam, Special Service District, East Putnam Fire District and West Putnam District on the Grand List of October 1, 2025, is due and payable on July 1, 2026, through August 3, 2026.
TO AVOID INTEREST CHARGES, MAIL MUST BE POSTMARKED NO LATER THAN AUGUST 3, 2026 
Payments made after the last day to pay without penalty will be subject to an interest charge of 3% (1.5% per month) or $2.00 minimum per Town and $2.00 per Special Service District, East Putnam Fire District and West Putnam District (where applicable), whichever is higher, according to Connecticut State Statute, Sec. 12-146.
